The Land Transportation Office Central Visayas turned over five alcohol breath analyzers to the Cebu Provincial Government on Thursday, Feb. 19, as authorities moved to strengthen enforcement against drunk driving amid a rise in road incidents.
Officials formalized the arrangement through a memorandum of agreement aimed at reinforcing the implementation of Republic Act No. 10586, or the Anti-Drunk and Drugged Driving Act of 2013, across the province.
The agreement was signed by LTO Chief Assistant Secretary Markus Lacanilao and Pamela Baricuatro, with LTO 7 Officer-in-Charge Francisco “Franz” Ranches Jr. and Cebu Provincial Police Office Director PCOL Abubakar U. Mangelen Jr. present during the signing.
After the ceremony, LTO turned over the breathalyzer units to the Cebu Provincial Police Office.
The devices will be used by deputized Philippine National Police personnel assigned in cities and municipalities across Cebu Province to support roadside enforcement operations.
Authorities said the move follows an increase in violations of the anti-drunk driving law on the island, as enforcement agencies seek to expand monitoring despite manpower and geographic constraints.
Under the agreement, LTO will retain ownership of the equipment and will be responsible for its maintenance and calibration to ensure accuracy and compliance with legal standards.
Provincial authorities, through deputized police personnel, are tasked to operate the devices in accordance with standard procedures and ensure proper handling while they are in use.
Officials said the partnership is intended to improve road safety and strengthen efforts to curb impaired driving across Cebu.
