The Bureau of Immigration (BI) has arrested a Chinese national in Panglao, Bohol for alleged violations of Philippine immigration laws.
The operation, conducted on February 17, 2026 under Mission Order No. 2026-066, resulted in the apprehension of Jingjin Guo for misrepresentation under Section 37(a)(9) in relation to Section 45(f) of the Philippine Immigration Act of 1940, as amended.
Authorities found that Guo falsely declared his nationality as Filipino, citing his Philippine driver’s license.
Records show that Guo was born on February 28, 1977 in Fujian, China.
He holds a Chinese passport issued in Beijing on September 18, 2013, which expired on September 17, 2023.
He entered the Philippines under a Special Resident Retiree’s Visa, which grants indefinite stay and multiple-entry privileges, and has reportedly been residing in Bohol since 2018 without leaving the country.
Guo is said to serve as director of the Overseas Chinese Service Center (OCSC) in Cebu and Bohol.
The OCSC has been reported to maintain links with the United Front Work system of the Chinese Communist Party, which is known for mobilizing overseas Chinese communities, shaping narratives favorable to China, and advancing state interests abroad.
Authorities note that such organizations can facilitate the settlement and movement of Chinese nationals, consolidate community networks, and embed influence in local institutions and legal systems.
While the activities of Guo and the OCSC were presented as community or service-oriented, investigators say these patterns align with tactics used in foreign influence and network-building operations.
Guo remains in BI custody as investigations continue, pending the proper legal proceedings.
