A 12-year-old Grade 6 pupil who had been missing for several days was found dead in a remote area of Toledo City, prompting a full-scale investigation ordered by Cebu Governor Pamela Baricuatro.
The victim, identified as Crystal Joy Lagaras Abarquez of Planta, Poblacion, was reported missing on February 11.
Her family, barangay officials, and local authorities launched search operations immediately after her disappearance.
Her body was recovered on February 19 in a secluded area in Sitio Pajo, Barangay Cabitoonan.
Police have taken into custody a suspect identified as the victim’s relative, who is undergoing investigation as authorities work to determine the motive behind the crime.
Baricuatro described the incident as deeply distressing and ordered a thorough inquiry to ensure accountability.
“This, we will have to investigate,” the governor said in an ambush interview.
She added that the provincial government will closely coordinate with the Cebu Province Police Office to ensure the case is fully pursued.
Baricuatro acknowledged the emotional toll on the victim’s family, noting that the loss of a child is especially painful.
“I don’t know how to comfort them knowing nga losing a child is the worst thing that could happen to a person,” she said.
The incident came shortly after the Provincial Council for the Protection of Children convened to discuss child welfare concerns.
The governor emphasized that while overall crime in the province has declined, cases involving minors require immediate and decisive action.
In Toledo City, Mayor Marjorie “Joie” Perales confirmed authorities acted quickly following the discovery of the body.
“Paspas sab gyud ang panghitabo kay pipila ka oras gikan sa napalgan nga patay’ng lawas, aduna dayon kita’y one reported suspect,” the mayor said.
Search operations included reviewing closed-circuit television footage and gathering information from residents, which eventually led responders to the recovery site.
Scene of the Crime Operatives noted that the victim’s remains were in an advanced state of decomposition, described as “beyond recognition.”
DNA testing has been scheduled to confirm her identity scientifically, although her mother was able to identify her through clothing and personal belongings.
An autopsy will determine the exact cause of death and collect forensic evidence to strengthen the case.
Perales revealed that three confidential informants helped identify the suspect and provide key information to investigators.
CCTV footage reportedly showed the victim riding as a passenger on a motorcycle linked to the suspect.
“They are our heroes! Dili pa tungod nila, nagpadayon gihapon ta’g pangita sa biktima ug suspek karon,” Perales said, adding that the informants have received the reward promised by the city government.
The Toledo City government has committed to covering funeral and burial expenses to ease the burden on the grieving family.
Perales also urged parents to monitor their children’s activities and whereabouts and said police operations will be strengthened to maintain peace and order in the city. (SBA)
