As Filipinos prepare to celebrate Independence Day on June 12, workers and employers are also being reminded of another important annual matter: holiday pay rules.
The Department of Labor and Employment (DOLE) has released guidelines outlining compensation rules for the June 12 observance, which has been declared a regular holiday under Proclamation No. 1006 signed by President Ferdinand R. Marcos Jr.
While Independence Day commemorates the country’s freedom and national identity, for many employees the occasion also carries practical significance because it affects how wages are computed for the day.
Under Labor Advisory No. 11, Series of 2026, employees who do not report for work during the regular holiday are still entitled to receive their full daily wage, provided they either reported for work or were on paid leave on the workday immediately before the holiday.
DOLE also clarified that when the day before the holiday happens to be a scheduled rest day or a non-working day in an establishment, workers may still qualify for holiday pay if they complied with attendance requirements before that period.
Employees who are required to work on Independence Day will receive increased compensation. Those rendering service during the first eight hours of work are entitled to double their regular daily wage, reflecting the premium rates mandated for regular holidays.
Additional pay also applies to employees who extend beyond standard working hours. Overtime work performed on the holiday earns an extra 30 percent on top of the holiday hourly rate.
Workers whose scheduled rest day also falls on June 12 may receive even higher compensation. Employees working under this condition are entitled to an additional 30 percent on top of the regular holiday pay rate. Overtime rendered under the same situation also carries a corresponding additional premium.
The advisory serves as a reminder for businesses to ensure proper compliance with labor regulations and for workers to understand their rights regarding compensation.
As the nation marks another year of independence, the holiday highlights not only the country’s history but also the continuing importance of safeguarding workers’ welfare and ensuring fair labor practices in the workplace.
