Mandaue City Hall employees are set to receive a P5,000 Productivity Enhancement Incentive (PEI) by January 2026, a city council official confirmed.
City Councilor Atty. Joel Seno, chair of the Committee on Appropriations, Budget, and Finance, said the incentive was initially planned to be released together with the P20,000 Service Recognition Incentive (SRI).
However, Seno explained that the PEI could not be included earlier due to the absence of implementing guidelines at the time the SRI ordinance was passed.
He noted that the PEI was not covered under Administrative Orders Nos. 39 and 40 issued by President Ferdinand “Bongbong” Marcos Jr.
The PEI guidelines were signed only on December 18, 2025, prompting the city to schedule its release in January 2026, as the City Council had already concluded its final session for the year on December 16.
The Department of Budget and Management (DBM) earlier announced that the PEI will be granted to qualified government workers for Fiscal Year 2025.
Seno said the incentive will be given across the board, with all qualified city employees receiving P5,000, regardless of length of service.
The PEI will be granted on top of the SRI for regular employees and the gratuity pay for job order (JO) and contract of service (COS) workers.
Earlier, the Mandaue City Council approved ordinances authorizing the release of a P20,000 SRI for qualified government employees and gratuity pay of up to P5,000 for COS and JO workers, depending on the duration of service.
Seno said the processing of the SRI and gratuity pay is already underway following the directive of Mandaue City Mayor Thadeo Jovito “Jonkie” Ouano to release the incentives as soon as possible so employees could still benefit from them during the holiday season.
City accountants, he said, are exerting their best efforts to ensure that the cash incentives are released before December 24, in time for Noche Buena.
