Members of the Social Security System (SSS) in Cebu affected by Typhoon Tino can now apply for emergency financial assistance under the Calamity Loan Program (CLP). The program is open from the 6th of November to the 5th of December 2025. This will help members access immediate funds as recovery efforts continue across the province.

According to SSS President and CEO Robert Joseph Montes de Claro, the calamity loan is designed to give affected workers and their families quick access to funds for essential needs while local and national agencies work on relief and recovery.

The National Disaster Risk Reduction and Management Council (NDRRMC) has declared a state of calamity in all 53 cities and municipalities in Cebu after the typhoon struck on 4 November. Over 200,000 families and 700,000 individuals were affected, with more than 400,000 people displaced and 200,000 preemptively evacuated.

How the Calamity Loan Works

Eligible SSS members can borrow up to P20,000 at a 7% interest rate, repayable over 24 months. Applications are submitted online via the My.SSS portal, and once approved, the funds are credited directly to the member’s registered account.

Eligibility requirements include:

  • Living or working in an area declared under a state of calamity
  • At least 36 monthly contributions (with six posted in the last 12 months); self-paying members need six contributions under their current membership type
  • An active My.SSS online account
  • No overdue or restructured loans
  • No prior final benefit grants
  • Between 18 and 65 years old
  • Not disqualified for fraud against SSS

De Claro stressed that the calamity loans are meant to act as a financial bridge for affected members, allowing them to meet urgent needs while rebuilding their lives after the calamity.
